6/22/26 Legislative Update

During the week of June 21st, the legislature finds itself addressing a wide array of topics in its work, several of which hold importance for the working families and people of Delaware. Some of the bills working their way through committee in the House are as follows.

SS 1 for SB 284 - This bill passed unanimously making it a crime for any person to cross a marked barrier created by a first responder, OR, after receiving a verbal warning, approaching within 25ft of a first responder engaged in legal duties (with the intent to interfere or threaten the first responder). For the purpose of this act, first responder means a law-enforcement officer, volunteer or paid firefighter, emergency medical technician, paramedic, or fire police officer.

SS 2 for SB 100 - this bill proposes the Marriage Equality Constitutional Amendment to the Delaware Constitution, protecting the fundamental right to marriage that may not be denied or abridged on the basis of gender, race, color, national origin, religion, or sex.

SS 1 for SB 120 - Biomarker Testing Coverage. Requires that insurance plans provide coverage for biomarker testing (i.e., tests for genes tied to different cancers or diseases), when the test is supported by medical and scientific evidence. It does allow plans to restrict coverage to services by specific carrier-approved providers or facilities to receive the biomarker tests.

SS 1 for SB 278 - Purchase of Care Authorization for Summer Camp. Requires Delaware’s child care assistance program to provide authorization for summer child care assistance any time after January 1st, so that the authorization can be gained early enough for families to enroll in summer camps before they fill up.

SB 326 w/ SA 1 Hansen Public Utility Consumer Protections. Passed in senate, creating protections for consumers. This bill limits the amount of non-mandatory expenses the company may recover from consumers by raising rates. Limiting non-mandatory cost recovery will in no way impact Delmarva Power’s ability to restore service after storms nor impact its vegetation management (tree trimming) program. SB 315 w/ SA 1 Brown Delaware Technical Innovation Program/Updates. Authorizes the Division of Small Business to provide matching funds or supplemental grant funds to eligible Delaware small businesses To qualify for funding, a small business must have its principal place of business in Delaware and must certify that the funded work, related research and development, or commercialization activity will benefit the Delaware economy.
