<image:title>Updates - 6/9/2025 Legislative Update - The legislature is back from the two-week break for budget mark-up, which means a few things. First of all, a lot of decisions have been made by the small group of legislators on the Joint Finance Committee that will define the rest of the session. Second of all, we have a huge wave of bills that will be heard in committee ahead of the end of session on June 30th.</image:title>

<image:title>Updates - Legislative Report: Week of 6/26/2023 - There are only a few days left until the General Assembly adjourns for the year on June 30th. Because this is the first year of the 2-year General Assembly, bills that are not passed by June 30 can still be picked back up where they are in January. However, there are plenty of bills that will be voted on this week, and many more that should be so they can go into effect as soon as possible.</image:title>

<image:title>Updates - Legislative Report: Week of 6/12/2023 - Last week, this year’s attempt at reforming the Law Enforcement Officers’ Bill of Rights was released from the House Public Safety Committee with the support of Republicans, police, and some members of the Legislative Black Caucus. All of the advocates in attendance testified in opposition to the bills as written and asked that they be tabled in order to have time to work on amendments that would strengthen the bills and make sure they deliver on true transparency. The bill sponsor did agree to some proposed amendments, so we’ll see in the coming days what the final bill looks like and if advocates and families feel it’s strong enough to support.</image:title>

<image:title>Updates - Legislative Report: Week of 6/5/2023 - The big news this week is that with just a few weeks left in legislative session, this year’s attempt at reforming the Law Enforcement Officers Bill of Rights (LEOBOR) was introduced as two bills last Friday and will be heard in the House Public Safety Committee on Wednesday, June 7th at 3pm. These bills are the most watered-down version of LEOBOR reform yet, and raise significant questions about whether they would be effective at all in increasing police transparency and accountability. Click here for our writeup on these bills and what they do.</image:title>

<image:title>Updates - June 2023 Legislative Priorities - With the General Assembly being out of session until June 6th for budget markup, in lieu of this week’s update we will be discussing the top bills currently in the General Assembly that we as progressives would like to see passed this session, and the top bills that we want to see stopped. Many good and bad bills have been introduced so far this session, so this is by no means an exhaustive list, just those that we consider a priority at the moment. Nor does this reflect the sum total of bills that will be introduced this session. There are still many bills yet to be introduced, both good and bad, and this list is merely a reflection of those bills that are currently in the General Assembly.</image:title>

<image:title>Updates - Legislative Report: Week of 5/15/2023 - Two good housing bills were released from Senate committees last week: SB 99 (Pinkney) prohibits municipal “crime-free housing ordinances” that require the eviction of tenants for criminal activity by a tenant, member of a tenant's household, or a guest. This bill comes at the recommendation of the African American Task Force, which was established in 2020, and SB 87 (Huxtable) exempts affordable housing from the realty transfer tax. We hope to see both of these bills pass the Senate soon and sent to the House for approval.</image:title>

<image:title>Updates - Legislative Report: Week of 5/8/2023 - House Bill 99, otherwise known as the Climate Change Solutions Act, was released from committee with eight favorable votes. HB 99 is the centerpiece of a package of bills aimed at reducing human-caused greenhouse gas emissions in Delaware and encouraging investment in sustainable energy. Specifically, HB 99 would set targets for reducing greenhouse gas emissions in 2030 (a 50% reduction) and 2050 (a 100% reduction), calculated using baseline emissions data from 2005. The bill also calls on state agencies to consider climate change in their decision-making, rulemaking, and procurement.</image:title>

<image:title>Updates - Legislative Report: Week of 5/1/2023 - House Bill 99, otherwise known as the Climate Change Solutions Act will be in the House Natural Resources Committee this Tuesday. This bill is the most substantive bill concerning environmental issues in several years and would aim to cut greenhouse emissions by 50% by 2030 and would aim to have net-zero emissions by 2050. Similar legislation passed the Senate last year, but was killed in the House amid opposition from the business lobby and the Governor’s administration.</image:title>

<image:title>Updates - Legislative Report: Week of 4/24/2023 - Another attempt to require a permit to purchase a handgun is underway. Legislation that would mandate a handgun qualified purchaser permit is set to be heard in the Senate Judiciary Committee Wednesday at 1 p.m. This should generate a lot of attention and rile up the usual crowd, so having folks who can speak in favor of what should be a common-sense measure to reduce gun violence is of paramount importance. The bill’s main sponsor is Senate Majority Whip Tizzy Lockman.</image:title>

<image:title>Updates - Legislative Report: Week of 3/27/2023 - Cannabis legalization is up for a final vote in the Senate today; the bills were reintroduced this year after Governor Carney vetoed them last year. HB 1 & HB 2 passed the House in early March; assuming they pass the Senate, they will then be sent to Governor Carney to decide if he will sign them into law or veto them for a second time. If he decides to veto again, it will take a three-fifths vote (25 in the House and 13 in the Senate) to override the veto.</image:title>
